Texas Lottery now operated by TDLR under the new law

Texas Lottery is under a new management after state legislators adopted a law abolishing the Texas Lottery Commission earlier this year.

Austin, Texas – The Lottery of Texas is officially under new direction.

As of September 1, the Texas Lottery Commission was abolished and the Bingo Lottery and Charitable Texas operations were transferred to the Department of Texas on licenses and regulations (TDLR). TDLR is a state agency responsible for the regulation and license for a list of occupations, businesses, facilities and more.

“The transition from the state lottery to the TDLR will not affect the capacity of the Texans to participate in the games offered by the Texas lottery and the Bingo de charitable”, a press release from the TDLR states. “All Texas lottery commission positions are now TDLR positions.”

State legislators had recently envisaged the abolition of the 33 -year -old lottery, as reported by Texas Tribune, after being involved in the controversy on two Million Jackpot victories in 2023 and 2025 which caused investigations and resignations.

Instead of completely eliminating the lottery, however, state legislators have merged around a bill, the Senate 3070 bill, which Governor Greg Abbott signed this summer, allowing the lottery to continue until 2029 with additional restrictions and without the Texas Lottery Commission, as the Texas Tribune has reported. In addition to abolishing the Texas Lottery Commission and transferring lottery operations to the TDLR, the law prohibits online ticket sales.

Since the signing of the law, TDLR has said that several employees have been hired to help the transition from lottery operations in TDLR. The TDLR is expected to work on additional tasks allocated by the state legislature, in particular by examining the existing contracts no later than December 1, 2025 and by establishing a lottery advisory committee, a press release said. The existing bingo advisory committee remains in place.

“We appreciate the responsibility of the Texas Legislative Assembly and the Governor entrusted to TDLR,” said Courtney Arbor, director general of TDLR. “Everyone at TDLR welcomes the lottery and charitable bingo team. We have already had productive interactions with them and we look forward to working together. ”

Arbor will supervise all TDLR and Lottery operations and employees of the Bingo Lottery and Charitable Bingo Division will be accommodated in the George HW Bush building in Austin.
