Senate Democrats prepare for the 10th time Thursday to reject interim spending bill who would reopen the government, insisting he will not back down from demands that Congress consider health benefits.

Looking ahead to November 1 in most states, they are thinking voters will demand that the Republicans begin serious negotiations.
