Kelley would have sent deceived emails to involuntary postal employees between 2019 and 2023, telling them to intercept packages that were determined to have been sent by the victims of a Jamaican scam which targeted the Americans.
The crooks said that the victims had to send money to obtain lottery or competition gains.
Kelley told postal employees to send him the packages.
Postal workers were authorized to intercept the reported packages as likely to have been sent by the victims of a scam, but were not allowed to open them without the sender’s consent.
If it was opened, the postal worker had to count the money with another worker present and send the sender a check for this amount.
Kelley would have asked that 1,950 packages be sent to him, stealing the money inside, said the DoJ.
Seven alleged victims with an average age of 75 are identified in the indictment.
The oldest alleged victim was 82 years.
The victims posted between $ 1,400 and $ 19,100 each at the crooks.

He risks up to 20 years in prison for each fraud in wire, money laundering and fraud costs by mail, five years for each mail flight and structuring to escape declaration requirements, 10 years for the flight of the government and three years for each accusation of false income declarations if it is convicted.
