The newly discovered internal documents have highlighted new results to the use by former president Joe Biden of the Autopen and the alleged outsourcing of decision -making in his last year in power.
The former president insisted that he personally made all the decisions concerning the pardons, the decrees and the proclamations, calling for the contrary “ridiculous and false” claims. However, internal and email memos indicate that critical decisions – including the Clémences – have been discreetly delegated to others, including former vice -president Kamala Harris, and it is not clear if Biden officially approved certain decisions, several points of sale said on Thursday.
Biden aid initially insisted that he personally signs all official presidential actions by hand. But at the end of his mandate, the standard had been abandoned, according to an internal memo obtained by the news.

In February 2024, the authorization of Clémence’s shares relied more and more on the approval of Harris, according to a memo project broadcast by the Board of the White House Council obtained by the news.
“Given the president’s schedule, he can often take days or weeks for the president to examine and approves the Clémence package,” said the lawyer’s note. “The office of the chief of staff was useful to put the newspaper before him for his exam.”
“He previously asked the White House lawyer to discuss candidates with him, although in the last round, the approval of the vice-president was sufficient to obtain his approval,” noted the lawyers.
Trump’s White House concluded that this note shows that the former president actually “outsourced” Clémence’s decisions to Harris in his last year.
During his four years at the White House, Biden granted 4,245 acts of Clémence, more than any previous president, according to the Pew Research Center. All the pardons of Biden from December to January – including those of family members, Dr Anthony Fauci and General Mark Milley – would have been signed by Autopen, with the exception of preventive forgiveness for his son Hunter.
Internal emails have put an additional doubt that Biden approved the switches of around 2,500 prisoners imprisoned for crack offenses in January, the New York Post reported.
On January 16, the secretary of the staff of the Chamber of the time, Stef Feldman, wrote to the lawyers of West Wing to request elements of evidence that Biden had approved the switches, according to the emails obtained by the point of sale. The lawyer for the White House at the time, Tyeesha Dixon, transmitted the message to Michael Posada, chief of staff to the office of the White House Council, to obtain advice.
“Michael, thoughts about how to manage this?” Dixon asked, adding that the president “does not examine the mandates” in reference to the documents authorizing the Clémence.
However, POSADA’s response suggests that the aids based on the assistant at the time of the certificate from President Rosa Po of what the president “intended” to do, and it is not clear if Biden gave a final authorization.
“We will just need something of Rosa once the documents will be ready to confirm that the 21 people went to home imprisonment on which the president signed in the document entitled X, and the individuals # listed in a document entitled to them who have disparities of crack powder that the president intended to commute,” Poseada wrote.
“Basically, something Rosa clearly shows that the documents precisely reflect its decision. If you can give me a presentation text whenever they are ready to suggest to Rosa, I can pass,” added Posada.
The convictions of several people recognized as guilty of illegally firearms, as well as two men whose actions have led to the death of a police officer, were commissioned within the framework of the radical action.
There were four meetings between December and January during which Biden would have given “verbal approval” for his large shares in Clémence, according to only the news. While retroactive emails indicate its presence, the national archives had no staff note confirming its attendance during meetings or it provided verbal approval.
The internal memos and emails were discovered as part of the Trump’s White House investigation to find out if Biden’s aid “conspired to deceive the public on Biden’s mental state and exercise unconstitutionally the authorities and responsibilities of the president.”
A former member of the Blank House staff of Biden familiar with the Pardon process denied that the president outsourced decision -making, according to the New York Post.
“There is a concerted and voluntary blindness by the Republicans when it comes to understanding the functioning of wide pardons when they were published by President Biden,” said the source, according to the point of sale.
