Franchises in ACA Marketplace plans, 2014-2026

Information on cost-sharing provisions for plans offered through federally facilitated exchanges and partnerships was downloaded from HealthCare.gov. Simple averages and distributions of available plans are presented, and none are weighted by enrollment. Information on the “expanded bronze” and “bronze” plans is presented together. Separate plans of the landscape file were analyzed to calculate average deductibles. A distinct plan is defined by a unique combination of state design, issuer, metal level, and cost sharing. In 2014 and 2015, a separate plan took into account the marketing name of the plan.

The weighted average was calculated using metal-level and CSR (or FPL) plan selection data from the Marketplace’s open enrollment period public use files. The 2025 plan selections were used to weight the average deductibles for 2026. The 2015 plan selections were used to weight the 2014 average deductibles. The 2017 plan selection data was used to estimate the number of plan selections for the silver, non-CSR, and silver CSR variants in 2015 and 2016.
