Canada Post asks the government to keep employees’ vote on the contractual offer

The Canada Post Friday evening, the federal government asked a vote of union fees on its latest contract proposal after the Directorate of the Canadian Postal Employee Union (CUPW) ransacked the management’s offer.

The postal operator urged the Minister of Employment and Families to order the Canada Industrial Relations Council to keep a vote on the final offer subject to the Union on Wednesday. The request for bypassing the union’s negotiation team suggests that Canada Post believes that there is more support for the supply of the basic members that the union has not indicated.

Canada’s post acknowledged that the parties would ideally create a collective agreement by themselves without third-party arbitration, but “given the level of the negotiation position of the dead end and the CUPW, it is not possible to achieve provisional agreements in the normal course,” he said in a press release explaining the need for a third party administration. “We believe that the best hope of achieving freely negotiated collective agreements is an employee vote administered by the CIRB under [Canadian labor law]. The parties have been negotiating since November 2023, but are distant in an agreement despite months of conciliation and mediation by the government. Canada Post is looking for structural reforms and operational flexibility to treat steep drops in letters and shipping of parcels. The CUPW requests a substantial salary bump while opposing changes in how email operators are assigned to routes and the use of part -time workers.

The operators represented by the union were on strike for almost five weeks at the end of last year, during which the mail and the packages were not treated or delivered, and the post offices were closed. The Minister of Labor intervened and ordered the members of the union on December 17, the terms of the existing collective negotiation agreement extended until May 22, while a commission assessed the work dispute and the challenges that Post Canada is confronted.

The COPW fell a threat to initiate a strike last Friday, opting rather for a national prohibition of overtime when it considered another post offer in Canada.

The last proposal adopts recommendations, such as part-time quarters of weekends and leveling charges between the routes, the industrial survey committee. The postal operator has accused the Cupw of intransigence, claiming that his position “remains entirely in contradiction with the results and recommendations of the IIC.

Canada Post said on Wednesday that the 32-day strike last year was responsible for a quarter of its loss of pre-taxes of $ 611 million and that the specter of another strike caused parcel volumes at the end of May to the fall of two thirds from one year to the next.
