It may look like Spider-Man: A new day is overloaded, but if many of these bad guys appear in an opening assembly, then we are sure that it will work very well. Marvel Studios probably seeks to populate the streets of New York with as many antagonists as possible, because this should help explain why Spider-Man has gone to face Avengers level threats to protect Manhattan.
This will also greatly contribute to preparing the terrain for the rest of this trilogy, especially since there is a lot of mileage in a character like Tombstone, for example.
