Trump signs an executive order to slow down the “chaotic” influence of money on university sports | University Sports

Donald Trump signed a decree prohibiting “third party, Pay-Pour-Play” payments on university athletes, a move which, according to the White House, is intended to limit the tender wars financed by the Booster who have turned the landscape of university sports landscape in recent years.

The ordinance says that recent judicial decisions and a patchwork of conflicting laws of states have dismantled the long -standing rules of NCAA, creating what it describes as a “chaotic environment” which threatens financial stability and competitive balance of college athletics.

It marks the most aggressive federal intervention to date in response to the rapid marketing of university sports, in particular in football and male basketball, where the best programs now spend tens of millions of dollars to attract and retain athletes by name, image and resemblance (Nile).

As part of the new directive, schools should eliminate any payment of third parties used as recruitment incitement, while allowing a fair market for legitimate services such as brand’s endorsements.

The prescription also aims to protect female and non -revenue sports, leading the sports departments to preserve – and, in some cases, scholarship opportunities and stock market points in programs that do not generate significant income. From the academic year of 2025-2026, schools with more than $ 125 million in sports income are requested to increase their investment in unrealized sports, while schools with $ 50 million or more are necessary to maintain existing levels.

The President’s ordinance underlines increasing disparities fueled by state legislation, including the more than 30 states that have adopted zero laws and warn that the resulting imbalance has created a “oligarchy” of richer programs which can simply overcome with the best players. He also quotes the growing concerns that fugue-nalls expenses are targeting resources from Olympic and educational sports that form the basics of the American sports system.

“Lack of railings to stop madness,” says order, “many university sports will soon cease to exist”.

In addition to targeting the abuses of zero, the decree: the decree:

  • Calls the Ministry of Education, the FTC and the Ministry of Justice to develop application and regulatory plans within 30 days

  • Offer the Commission of the Ministry of Labor and National Labor to clarify the employment status of student-athletes in a manner that prioritizes educational benefits

  • Ask the federal agencies to use the application of title IX, financing decisions and the dispute strategy to protect the long -term viability of university athletics

  • Encourages collaboration with the congress and governments of the States to advance a national framework

The order highlights the disproportionate role that university athletics play in the success of the United States, noting that 75% of the athletes of the 2024 Olympic team were current or former collegial athletes, and argues that the preservation of a large base of unrevised sports is essential to maintain the international domination of America.

Although the order describes radical federal priorities, it is not clear how many of its provisions will be implemented in practice, in particular in the absence of new legislation. However, the White House insists that the decision is necessary to restore equity and stability to a system which it describes as “deriving towards professionalization”.

“University sports are not and should not be professional sports,” said the order. “A national solution is necessary urgently before it is too late.”
