Ukrainian Businesses Ready for Power Outages in October 2025 Survey | Ukrainian news

According to the results of the Business Barometer survey conducted by the Ukrainian Chamber of Commerce and Industry in October 2025, the majority of entrepreneurs have prepared for possible disruptions in electricity supplies.
As the press service of the Ukrainian Chamber of Commerce and Industry reported, data from the October survey shows different levels of preparedness of businesses for power outages.
“Ukrainian businesses are ready to face dark times. 80% of surveyed entrepreneurs have secured their energy sources in the event of a breakdown,” the statement said.
Indicators and trends for October 2025
In October, the share of companies with generators stood at 56%, down 3 percentage points compared to November 2024; 19% have alternative energy sources (+13 percentage points) and 5% have an independent power supply (+2 percentage points).
Currently, 14% are purchasing equipment (-3 percentage points). Only 7% plan to reduce their consumption – this share is half the corresponding figure a year ago (14%).
Overall, the October 2025 Business Barometer index showed a decline compared to the previous month and remained in the negative expectations zone.
Sector breakdown and exporter sentiment
In the construction sector, expectations have tilted slightly towards positive expectations, but the downward trend continues. Negative sentiments predominate in the other three sectors: manufacturing, services and trade.
Exporters’ expectations remain more pessimistic than those of businesses overall, noted the Ukrainian Chamber of Commerce and Industry.
The monthly overall conclusion indicates the persistence of cautious forecasts: companies continue to adapt to new conditions, using various energy sources and optimizing costs, while keeping an eye on external factors that affect export activity.
